Printed my wife part of the self watering planter, and it showed like this. Shifted layers, bubbles in the print and everything else, any ideas? Printed on the pulse XE in PETG BUILD SERIES

@mehrensmfg Probably wet filament - did you run it out of a print dry or such - if not dry in oven before printing. PETG sucks moisture from the air and then the water turns to steam when you print and you get crackling and the imperfections are reminants of steam explosions

what about the banding? and random protruded sections of the print?

I agree with @mpirringer It very well could be wet filament.
If you are still seeing the banding after drying the material, you may consider slowing your print speeds down by 5-10 mm/s.I have also included an article below on how best to dry your filament:
