combining objects

Is there a way to place and combine an object within another object by measuring? I am trying to create a hole in a rectangle object that is (x) cm long and the hole is would be (x) distance from an edge?

You can:
- select the 2 objects
- align them
- on the axis you want to adjust
- select the right alignment
- select Options
- type in an offset to the amount you would like to move the part in by
- you can now click on the subtract object and select the internal part you want to remove
