Models with moving parts are designed based on the tolerances of the printer the designer was using. There needs to be a large enough gap between the parts so they don't stick together, but small enough that the parts are not too loose. Because of these very tight requirements there is no guarantee that any other printer will be able to print the model correctly.
The first thing you should do is calibrate your extruder. One thing that will cause articulating parts to fuse together is if your printer is overextruding a little, so the lines of plastic are too wide and are touching each other. Here is our guide on extruder calibration.
