Hot end not reaching set temperature.

I am having trouble with my hot end not reaching the set temperature, if I set the temp to 265 it will only heat 257 and just set there until it times out. I have run a PID calibration and it has no effect, I changed thermistors and had no effect and opened a ticket up with matter hackers and no response. I know this has been a topic here and I hope someone learned enough or figured a fix.
