How to get Touch UI on Desktop for Win10 Touchscreens

Is it possible to setup MatterControl (Desktop) on a Windows 10 laptop that has a touch screen?
By that I mean keeping the idea of a single screen/window is always in Front and removing the standard windows titlebar and finally making the menu easier to select/touch.

I'm not sure about the ability to remove the title bar, but MatterControl should run fine on any Windows 10 machine. 'Always in Front' should be configurable; it looks like there are some third-party solutions available: http://superuser.com/questions/992445/make-any-win...

There is actually a touchscreen mode (Options > Display Mode), which will give you the same UI presented on the MatterControl Touch. I'm not sure if that will really do what you want, though.

Yeah, I forgot about this. It makes the interface more friendly to touchscreens, but still won't hide the title bar or make the window always in front.
